Rules & Regulations

1. All entries by any citizen/s of Mother Earth shall be accepted.

2. All requirements in the Guidelines must be duly accomplished.

3. A registration fee of Five Hundred Pesos ( Pph 500.00), in cash, or in check, payable to the Sinulog Foundation, will be required upon registration. An official receipt from the Sinulog Foundation Office will be issued accordingly.

4. Short stories should be about an experience related to the Señor Sto. Niño and documentaries must be taken during the actual one-month Sinulog 2010 celebration. Footages of previous years’ Sinulog Festivals can also be used as excerpts or part of the work.

5. All entries must be completely original and independently produced.

6. Entries that have been previously exhibited in any public screening will be considered ineligible.

7. All entries must be in digital video format (i. e. digital editing and post-production).

8. Two (2) DVD copies must be submitted for screening and archival purposes.

9. Due to copyright laws, the music used in the documentary must be original, licensed, or in the public domain.

10. For joint-directorial efforts, the filmmakers must assign a single representative to act on their behalf. All official correspondence shall then be addressed to the representative. The organizing committee shall not be held responsible for any controversy that might ensue amongst the partners with regards to this competition.

11. The Sinulog 2010 Short Film Festival Secretariat will ensure the safety of the films throughout the period in which cinematographic materials are in its custody. In case of print loss or damage, Sinulog Foundation is obligated only for the cost of replacing the damaged DVD , that is why we advise the participants to keep extra copy/copies for replacement in case this thing happens.

12. DVD shipments to the Sinulog 2010 Short Film Festival Secretariat must be prepaid. The organizing office shall not accept any collect shipments of the entry.

13. Sinulog Foundation, Inc., which is the organizer of this event , reserves all intellectual rights to show and distribute all 10 finalists-entries in their perpetuity.

Guidelines

1. All filmmakers are iligible to join the Sinulog 2010 Short Film Festival – the commercial or non-commercial, both amateurs and professionals.

2. Interested parties must be able to accomplish and/or submit the following, on or before January 12, 2010, Tuesday, 5 P. M., to:

3. Registration of Five Hundred Pesos (Pph 500.00) should be paid upon submission of the above-mentioned requirements.

4. Official IDs will be provided by the Sinulog Foundation Office and should be worn at all times by the participant/s while doing the actual production shoot during the Grand Parade for your convenience and proper identification.

5. The final produced-entry for the Sinulog 2010 Short Film Festival must be submitted in DVD format on or before January 26, 2010, 5 P. M., to the Sinulog 2010 Short Film Festival Secretariat.

The entries should be labeled properly with the following information:

a. title of the Short Film or Video Documentary for the Sinulog 2010 Short Film Festival
b. production company (if any)
c. full name of the director
d. full name of the producer
e. contact number/s of the filmmaker/s
f. running time

6. The preferred running time of the documentary should be anywhere from a minimum of five (5) minutes, to a maximum of ten (7) minutes, and a maximum of fifteen (15) minutes for the short drama film.

7. All qualified participants will be required to attend a briefing with the Sinulog 2010 Short Film Festival Committee at the Sinulog Foundation Office on January 15, 2010, 2 P. M.

8. A total of ten (10) finalists will be selected among the qualified entries.

9. Those who have submitted their finished product will be required to attend the Announcement of Winners and Grand Awarding at the SM City-Cinema 1. The date of the awarding will be announced later.

10. The decision of the Board of Judges is deemed to be final and should be regarded with respect and cordiality.

Best Musicality Award

GUIDELINES

1. The use of indigenous or creative instruments from native materials like bamboos, leaves, woods, etc., is highly encouraged.

2. The composition must be within the minimum of twenty (20) and a maximum of thirty (30) drummers / instrumentalist. An excess will merit the five (5) point deduction from the total score.

3. As an integral part of the contingent, instrumentalists must be in proper attire relevant to the interpretation of their chosen theme / concept.

GUIDELINES

1. The dance entry must depict any theme or concept that is relevant to the Sinulog. Emphasis must be given to the concept of prayer.

2. The Sinulog beat shall be used however slight variations may be allowed. Any other beat is strictly prohibited and only live musical or percussion instrument shall be used. Three points (3) shall be deducted from the total score against any contingent who violates this provision.

3. Dance steps and choreography should be progressive all through out the parade route to facilitate the continuity and orderly flow of the parade. Three (3) points shall be deducted from the total score against any contingent who violates this provision.

4. There shall be judges along the parade route to ensure the continuity of the performance.

5. Props must be relevant to the theme and carried by the dancers.

Sinulog Festival Queen

CONCEPT

More often than not, the artistic directors of the various Sinulog contingents choose their Lead Dancers based on two attributes: Physical Beauty and Dancing Skills.

Festival Queen 2010 is not a beauty pageant. It is simply a search for the Lead Dancer who possesses the most exceptional qualities, both in physical beauty and dancing skills, among her peers. That makes her then the first among equals.

Hence, Festival Queen 2010 will not have the usual elements of a beauty pageant. There will be no swimsuit and evening gown competitions. There will be no interview or pre-recorded profiles of each participating lead dancer.

What the search will highlight will be the Lead Dancer’s performance skills and her ability to interpret the Sinulog dance with rhythm and grace and all other accompanying artistic considerations.

QUALIFICATIONS

To qualify in the search for Festival Queen 2010 the candidate must:

Be the Lead Dancer for her contingent during the Grand Parade.
Be Single
Be between 16-24 years old
Be of good moral character (as certified by her Delegation Head)

CONTEST PROPER

Each Lead dancers of all contingents are automatically considered as entries in the contest. Each shall wear the very same festival (Sinulog) costume that she will be wearing during the Grand Parade.
Only ten (10) Finalists will be chosen from the total number of participating candidates.
Each candidate will have to prepare her own dance two-minute interpretation based on the canned music provided by the Committee.
Each candidate must prepare a 30-seconder self-introduction spiel for the opening number. Her spiels must talk about the barangay / municipality / school / group / province / city she represents.
Festival Queen 2010 will be at the Cebu City Sports Center on January 15, 2010 at 7:30 P.M.

Visual Merchandising

Sinulog Photo Contest

MECHANICS

1. The contest is open to all who wish to complete. (Film & Digital Cameras)

2. Participants may use only YKL/FUJI Films.

3. Entries should be unmounted 5R color prints, processed and developed in YKL/FUJI outlets (SM Cebu City).

4. Entries must be candid photos and not posed.

5. Photos must be in there original take, not cropped nor-super-imposed.

6. The placement of identifying marks, such as names, addresses or any sign to insinuate information about the owner of the entry is strictly prohibited.

7. Registration Fee of P500.00; includes Sinulog I.D. and 10 photo entries. Additional photo entries at P25.00 each.

8. Photo Contest categories and prizes shall be as follows:

a. CONTINGENT
A dance entry (competing or non-competing) in the Sinulog 2010 Grand Parade on January 17, 2010. Pictures should be of a group dancing the Sinulog and not of a solo dancer posing for the shot.
b. FLUVIAL / SOLEMN PROCESSION – January 16, 2010.
The miraculous image of the Santo Niño is carried around the seacoasts of Mandaue passing Lapulapu City to Cebu City in a fluvial procession or the solemn procession, which will pass the principal streets of the City of Cebu.
c. FLOAT – January 17, 2010.
Float entry to the Sinulog 2010 Grand Parade on January 17, 2010. Pictures of Float entries should be of the entire float, not only of the personalities riding the floats.
d. HIGANTE – January 17, 2010
Higante entry to the Sinulog 2010 Grand Parade on January 17, 2010.
e. SIDELIGHTS
Exciting events and human interest such as those taken in the parade route of Sinulog 2010 Grand Parade or any related activities during the span of the Sinulog Week – January 2 – 18, 2010 in Cebu City especially the Sinulog Bazaar and the Nightly Shows in Fuente Osmeña & Plaza Independencia.
f. ROUTE DECOR / ARCH
Photos taken from any route decor or arches that were set up in connection with Sinulog 2010 Celebration. The photos maybe taken at anytime, day or night.

9. Every contest category must have at least a minimum of seven (7) contestant in order to be declared a valid contest. Should a contest category has less than seven (7) contestants, such contest category shall be declared “NO CONTEST” and all prizes allocated shall revert to the Foundation.

10. The overall winner judged as the Best Picture in the Photo Contest shall be awarded only that amount allocated as its prize. The amount that the entry could have won in his catergory shall be awarded to the next lower winner to elevate all winners in that category one rank higher with its corresponding cash prizes.

11. Entries must be photos taken from actual events during the Sinulog 2010 celebration in Cebu City. Shots taken from other places that celebrates Sinulog are disqualified.

12. All entries must be submitted on or before Jan. __, 2010 with duly accomplished entry forms to the Sinulog Foundations located at Cebu City Sports Center, RR Landon St. Cebu City all submitted entries shall become sole and exclusive property of the Sinulog Foundation and maybe reproduced and/or reprinted into any size for exhibition without seeking permission from the owner nor paying compensation for the acquisition of said photos.

13. Owners of winning entries must submit to Sinulog Office the corresponding negatives of said entries before they can claim their cash prizes and trophies.

14. Judging is tentatively scheduled on January 30, 2010. Winners and their corresponding prizes will be announced in the local dailies. Awarding will be on Jan. 30, 2010 at the SM City Cebu

15. The decision of the Board of Judges of the Photo Contest is FINAL and UNAPPEALABLE.

Puppeteers Category

1. Minimum height of the puppet including the handler must be 14 feet and must not exceed 18 feet.

2. Only puppet carried or handled by a person, shall be allowed to participate in the this contest.

3. A puppet placed on a wheeled platform or framework whose mobility is assisted by person pushing or providing power to the movement of the vehicle shall not qualify to join this contest.

4. Participants are absolutely prohibited from depicting the image of Señor Santo Niño as a Puppet.

5. Entries are subject for screening. Participants are required to submit concept and sketches of their entries for approval by the Sinulog Foundation not later than (date to be determined) (entries will be handled with strict confidentiality).

6. Participants are encouraged to create any character as long as it is not obscene or immoral in characterization. Failure to follow these guidelines would mean automatic removal from the parade participation.

7. Should there be lesser than ten (10) contestants who will register in this category shall be considered “NO CONTEST” and prizes shall be divided among participants.

8. Winning entries in this category shall be considered as exclusive property of the Foundation.

5. Participants are encouraged to create historical characters relevant to Sinulog as higante figures.

6. Higantes that have competed, won or lost, in past Sinulog celebrations are disqualified from making a repeat participation in this contest.

7. To avoid redundancy in the presentation of higantes that have competed, won or lost, in past Sinulog celebrations but the only noticeable change of which is its costume, the organizers reserves the right to disqualify that the contestant for violation of the rule that higantes must be of new make and not recycled.

8. Should there be lesser than ten (10) contestants who will register in this category, then, the category shall be considered “NO CONTEST” and all prizes allocated shall revert to the Foundation.

GUIDELINES

1. Maximum height of the float must not be higher than 12 feet or 3.5 meters from the ground level.

2. The maximum length of the float must not be more than ten (10) meters long and must not be more than three (3) meters wide.

3. Commercialization of the float by painting the name of the sponsoring company or its product in LARGE AND BOLD LETTER must be minimized.

4. A float must depict a conceptualized drama, recounting the history and/or miracle of the Santo Niño or significance of the Pista Senyor. Live characters atop the float must be dressed in costumes that must conform with standards of morality. Failure to follow these guidelines would mean automatic removal and disqualification from the parade participation.

5. Contestants in this category must submit to the Sinulog Office the design and plot of the drama (which will be treated with the strictest confidentiality) to be approved by the Over-all Chairman.

6. Should there be lesser than ten (10) contestants who will register in this category, then, this category shall be considered “NO CONTEST” and all prizes allocated shall revert to the Foundation.

7. Ten (10) support staff properly identified with color bands shall be allowed to accompany the float. Only one support vehicle shall be allowed.

8. The decision of the Sinulog 2010 Board of Judges in this category shall be FINAL and UNAPPEALABLE.

9. Deadline for the registration in the Float Category shall be on (date to be determined).

10. A Registration Fee of P20,000.00 shall be charged per entry.

4. Should there be lesser than five (5) entries who will register in this category, it shall be declared “No Contest” and all prizes allocated shall revert to the Foundation.

5. All on-site décor constructions must be finished on (date to be determined).

7. Judging shall be on (date to be determined).

8. The decision of the Sinulog 2010 Board of Judges shall be final and unappealable.

1. Concept or theme for costume and performance are left to the discretion of the participants based on their own interpretation of what is relevant to Sinulog. Emphasis must be given to the concept of prayer in dance.

2. Dance steps, music, costume, accessories and equipment of the dance should be in the context of the chosen theme or concept.

3. The Sinulog beat must be used although slight variations may be allowed. Any entry who will not use the Sinulog beat shall be disqualified. (judges should be strict in implementing this rule because it is the “beat” that differentiates the Sinulog from other Philippine Festival particularly Ati-Atihan and Dinagyang) the beat is the one distinguishing characteristic that should maintained all through the year or else the Sinulog will lose its identity.

4. Live musical or percussion accompaniment must be used. Canned / taped music is not allowed.

5. All hand props shall be carried by the dancers only all throughout the parade route.

6. Appropriate footwear consistent to the theme / motif shall be used by all the participants.

7. Starting this year huge / big backdrops shall not be allowed on stage ( no contingent shall leave props, backdrops, etc. at the back of the stage and premises of the Cebu City Sports Center).

8. Ritual presentation at the Cebu City Sports Center stage shall be limited to five (5) minutes only. Three (3) points shall be deducted from the total score against any contingent who violates this provision.

9. Time starts once the dancers move and step on the designated entrance area of the stage likewise the time stops as soon as the first set of dancers step down in the exit area.

10. The use of live animals sacrifices and use of infants or toddlers (3 years below) are strictly prohibited. A three (3) point deduction from the total score will be imposed.

11. The use of flammable materials such as fireworks or pyrotechnics as part of the ritual are strictly prohibited. A five (5) point deduction shall be imposed against any contingent who violates this provision.

12. When the concept / theme is purely on transformation, one should register in the FREE INERPRETATION CATEGORY characterized by any of the following:

Use of dance steps and movements of an indigenous Philippine of a foreign group using the Sinulog Beat without having to portray a religious significance.
Use of a current concept showing how the Sto. Nino is / can be worshipped in our times.
The use of foreign influences in the concept, theme or ritual as shown in the choreography, costumes, props and accessories.

13. Compulsory presentation of the five (5) minute ritual shall be made at any point of the parade route twice. The first performance will be at 10:00 A.M. while the second performance will be at 1:00 P.M. This stationary performances of 5-minute ritual shall be done simultaneously by all contingents. The marshals assigned per contingents shall signal the start of the presentation.

Guidelines :

1. Participants in this category shall be composed of students from the elementary and secondary levels of public schools located in Cebu. Observance of levels must be strictly followed. Mixing of levels of dancers is absolutely prohibited, although mixing of drummers and/or instrumentalist may be followed.
2. Registration starts on (date to be determined). Deadline for registration shall be on Monday, (date to be determined).
3. The composition of the contingent must be within the minimum of sixty (60) and a maximum of one hundred (100) dancers; a minimum of ten (10) consumed, propsmen and a minimum of twenty (20) and a maximun of thirty (30) instrumentalist. Instrumentalist as part the presentation must be in proper attire consistent to their theme / motif. Support group for each contingent should only be in twenty (20) property identified with colored arm bands.
4. In order to qualify as a valid contest category, the total participants in any one category must at least eight (8) competitors. Should there be less than eight (8) registered competitors, then that contest category shall be deemed “NO CONTEST” and no winners shall be declared and the cash prizes and trophies shall revert bask to the Foundation.
5. The Sinulog Executive Committee reserves the right to disqualify and prohibit the participation of any contingent or higante, whose costume, choreography, or behavior does not conform to normal standards of morally and good conduct.
6. Concept of theme for costume and performance left to the discretion of the participants based on their own interpretation of what is relevant to Sinulog. Emphasis must be given to the concept of prayer in dance.
7. Dance steps, music, costume accessories and equipment of the dance should be in the context of the chosen theme or concept.
8. Starting this year huge / big backdrops shall not be allowed on stage. No contingent shall have props/backdrops at the back of the stage. Violation of this guidelines will merit twenty (20) points deduction from the total score.
9. All hand props shall be carried by the dancers only all throughout the parade route.
10. The Sinulog beat must be used although slight variations may allowed. Any entry who will not use the Sinulog beat shall be disqualified. (Judges should be strict in implementing this rule because it is the “beat” that differentiates the Sinulog from the Philippine Festival particularly Ait-atihan and Dinagyang.) The beat is the one distinguishing characteristics that should be maintained all through the years or else the Sinulog will lose its identity.
11. Live musical or percussion accompaniment must be used canned / tapped music is not allowed.
12. Rituals shall only be performed at the Cebu City Sports Center Stage. The time limit to five (5) minutes, three (3) points shall be deducted from the total against any contingent violates this provision.
13. Time starts once the dancers move and step on the designated entrance area of the stage likewise the time stops as soon as the first set dancers step down in the exit area.
14. The use of live animal sacrifices and use of infants or toddlers (3 yrs. Below) are strictly prohibited. A three (3) point deduction from the total score will be imposed.
15. All prize winners are obliged to participate as a condition precedent to perform during the grand parade on January 17, 2010.
16. The decision of the Sinulog Board of Judges shall be final and unappealable. Questions or clarification will not be entertained after the announcement of winners.

Sinulog History

The Sinulog festival is one of the grandest, most distinguished and most colorful festivals in the Philippines.

“Pit Senyor kang Mama kini, Pit Senyor kang Papa kini..” is the chant completing devotees’ offering dance of Sinulog in honor of the miraculous Santo Niño.

A pageantry of faith, a festival held in honor of the Santo Nino, celebrating the origin of the island of Cebu–this is Sinulog.

Sinulog is a dance ritual in honor of the miraculous image of the Santo Niño. The dance moves two steps forward and one step backward to the sound of the drums. This movement resembles the current (Sulog) of what was known as Cebu’s Pahina River. Thus, in Cebuano, it’s Sinulog.

Historians say that Sinulog is the link between the country’s pagan past and its Christian present.

Historical accounts say before Portuguese navigator came to Cebu on April 7, 1521 to plant the cross on its shore and claim the country for the King of Spain, Sinulog was already danced by the natives in honor of their wooden idols and anitos.

Then Magellan came and introduced Christianity. He gave the Santo Niño (image of the Child Jesus) as baptismal gift to Hara Amihan, wife of Cebu’s Rajah Humabon who was later named Queen Juana. At that time, not only the rulers were baptized but also about 800 of their subjects.

However, shortly after the conversion, Magellan died in an encounter with the reigning ruler of Mactan, Rajah Lapu-lapu, on April 27, 1521.What remained of Magellan’s men were able to return to Spain to report the incidentt. It took 44 years before a new group came and started formal Christianization of the islands. Miguel Lopez de Legaspi arrived in Cebu on April 28, 1565. His ships bombarded the village and in one of the burning huts, one of his soldiers named Juan Camus found inside a wooden box the image of the Santo Niño lying side by side with native idols.

Historians now say that during the 44 years between the coming of Magellan and Legaspi, the natives continued to dance the Sinulog. This time, however, they danced it no longer to worship their native idols but as a sign of reverence to the Santo Niño which is now enshrined at the San Agustin Church (renamed Basilica Minore del Santo Niño).

Through the years since 1521, the dance was a small ritual by a few in front of wooden idols or before the Santo Niño. In fact, at the Santo Niño church where the image is consecrated, only the candle vendors could be seen dancing the Sinulog and making offerings.

During the Santo Niño fiesta, which falls on the third Sunday of January, children dressed in moro-moro costumes also dance the Sinulog. This was really no big event for Cebu City.

In 1980, however, David S. Odilao, Jr., then Regional Director of the Ministry of Sports and Youth Development (MYSD), organized the first ever Sinulog parade. He gathered a group of students, dressed them up, taught them how to dance the Sinulog to the beating of the drums. It was a small parade really which went just around the Basilica, but it caught the imagination of the City of Cebu, which then thought of making the Sinulog a festival that would rival all other festivals being held yearly in the country.

Thus, under the direction of then Cebu City Mayor Florentino S. Solon, the Sinulog organization came into being. The first task of the organizing committee was how to conceptualize the festival and make it a big event.

In 1980, the local government had a grand and lucrative idea. The Sinulog fiesta at the time was an affair of local color. Held at the Basilica del Santo Niño, the feast-featured sinulog dancing performed by various groups to fulfill religious obligations. On the third Sunday of January each year, besides the faithful who joined the Sinulog to fulfill a panaad, the event began to attract an increasing number of tourists.

The Cebu City government thus planned to expand the Santo Nino feast celebration and bring this small, regional event to national prominence. In addition, there was an interest in preserving and promoting sinulog dancing as an example of the ” real and unique” Cebuano culture.

After the first year under the direction of the Ministry of Youth and Sports Development, the Sinulog parade Was turned over to the mayor’s office which promptly exploited the commercial possibilities of the festival. Trade fairs, art exhibits, a film festival, and pop music events were added to the gravy train.

Sinulog ‘81 was then organized. Practically all sectors in the Cebuano community got involved. To distinguish the festival from the popular Ati-Atihan Festival in Aklan, the organizers decided to use the parade to depict the history of the Sinulog, which, as had been said, is the dance which links the country’s pagan past and Christian present. Seven floats were created to depict seven different periods of history. Each float were followed by dancers wearing costumes depicting the periods.

They all danced the same beat the Sinulog parade started at 1 P.M. at the Cebu Provincial Capitol and ended about midnight at Fort San Pedro-Plaza Independencia area. And the show continued until the wee hours of the morning.

- Transition / development from the pagan to Christian concept that is clearly portrayed in the choreography, costumes, props and adaptation.
- Transformation of a religious tradition from the “old” or original practices of the devotees to Sto. Nino to modern adaptations.

GUIDELINES

1. The dance entry must depict Filipino culture and tradition.

12. The use of flammable materials such as fireworks or pyrotechnics as part of the ritual are strictly prohibited. A three (3) point deduction shall be imposed against any contingent who violates this provision.

13. When the concept or idea or theme is on preservations and transformation, one should register in the SINULOG BASED CATEGORY characterized by any of the following:

14. Compulsory presentation of the five (5) minute ritual shall be made at any point of the parade route twice. The first performance will be at 10:00 A.M while the second performance will be at 1:00 P.M, this stationary performances of 5-minute ritual shall be done simultaneously by all contingents. The marshals assigned per contingent shall signal the start of the presentation.

SINULOG 2010 Guidelines

As an affirmation of the Cebuanos cultural identity and religiosity, the Sinulog 2010 shall again bring to life the color, pageantry, tradition and essence of giving homage to Senor Sto. Nino.

Guidelines:

1. The competition is open to all and shall highlight again the theme “ One Beat, One Dance, One Vision”.
2. Registrations starts on December 1, 2009 and shall end on January 5, 2010.
3. In order to qualify as a valid contest category, the total entry shall reach ten (10) competitors. Should there be less than ten (10) registered competitors, the contest category shall be deemed “ No Contest”. Cash prizes and trophies shall revert back to the Foundation.
4. The composition of the contingent shall be within the minimum of sixty (60) and a maximum of One Hundred (100) dancers. An excess of one or two dancers shall merit a 3-point deduction from the total score.
5. A minimum of twenty (20) and a maximum of thirty five (35) instrumentalist shall accompany the dancers. As part of the contingent they must be in proper attire consistent to their theme.
6. One support vehicle shall be allowed per contingent/float. Support staff for each contingent/float shall be limited to twenty five (25).
7. All hand props shall be carried by the dancers all throughout the parade route.
8. Backdrops shall be within the 10-12 feet height and 35-40 meters width. These shall be allowed on stage however no contingent shall leave props, backdrops, etc. at the back of the stage and premises of the Cebu City Sports Center. Violation of this guideline will merit twenty (20) points deduction from the total score.
9. The use of wheels in the street and stage shall be allowed however guideline No. 8 will still be followed.
10. Appropriate footwear consistent to the theme / motif shall be used by all the participants.
11. Contingents shall be accommodated at designated public schools. Accommodation starts on Thursday, January 14, 2010. Contingents shall bring their own sleeping gears. For reservation, kindly contact Sinulog Office at 2545010 / 2533700.
12. Local transportation shall be provided however boat / bus fare and meals shall be shouldered by the contingent.
13. All major prize winners in the Grand Parade contest categories are obliged as a condition precedent to perform during the awarding ceremonies on Monday, January 18, 2010 at 1:00 P.M., Cebu City Sports Center.
14. The decision of the Sinulog Board of Judges in any contest category shall be final and unappealable. Questions or clarifications will not be entertained after the announcement of winners.
15. Absolutely, no participant or contingents representative shall contact in any way or manner any judge before and after the competition.
16. In order to preserve the non-political, democratic, and ecumenical objectives of Sinulog, participants are prohibited from exhibiting or manifesting acts or gestures offensive to any aggrupation or groups and movements. In the event of any violation of this rule, the Committee reserves the right to disallow the offending contingent to continue further its participation in the parade.
17. To avoid public disturbance during the parade, spectators are urged from indulging in excessive drinking of alcoholic drinks that may cause them to molest parade participants and spectators. Violators shall be dealt with by the members of the Cebu Police Department and Barangay Tanods in the parade route.
18. Merry- makers during the parade are prohibited from smudging and wiping with facial make-up or black substance or the like. This act will cause fights and / or street brawls that may scare our devotees as well as local and foreign tourist. Violators shall be dealt by the Cebu Police Department and Barangay Tanods in the parade route.
19. As host, the Cebu City Government will perform as guest contingent and will head the parade. Other guest contingents will follow thereafter however they must register to ensure their places in the parade route. All guest contingents shall follow strictly set guidelines particularly the time allotment of five (5) minutes.
20. Head of the contingents shall submit the lists of dancers, instrumentalists and support staff to the Secretariat Office for insurance requirements.

Sinulog Foundation assures all foreigners, balikbayans, and locals to anticipate all the activities that Cebu City Government has prepared this year, most especially during the Sinulog Grand Parade.

"Expect more out-of-town contingents who will be gracing the Sinulog Grand Parade. New concepts from the various contingents and better productions", said Ricky Ballesteros, Executive Director of Sinulog Foundation.

As of now, there are already 45 contingents from various cities and provinces who confirmed that they will be participating in this Sinulog Grand Parade. Four contingents coming from Leyte (Alikaraw Festival of Hilongos Leyte, Buyugan Festival of Abuyog, Leyte, Sangyaw Festival of Tacloban City and also in Dulag, Leyte), four contingents also from Negros (Pintaflores of San Carlos City, Jimalalud de Sinulog, Sta Catalina, Negros Orienteal and Bais City), three contingents from Mindanao (Cabadbaran City, Tangub City and Lanao Del Norte) are set to showcase their prowess in Sinulog dancing.

For the first time, a contingent from Placer, Masbate in Bicol Region is expected to perform in next year Sinulog Grand Parade.
